BACKGROUND/RATIONALE:

This report summarizes transportation and land use planning processes led by other agencies, which affect all or part of the AC Transit District. This report focuses mostly on long range planning activities rather than project level implementation. AC Transit participates in and tracks multiple external planning processes at the state, regional and local levels. Depending on circumstances, participation may take various forms-attending and participating in meetings, holding individual meetings, and preparing comments. A list and summary of these processes is included as Attachment 1.
A report on Complete Streets processes was sent to the Board on March 13 (Staff Report 19-063). This report provided information on the planning/implementation status of a number of plans which are also listed on the External Planning Report. The External Planning report also includes a number of broader scale plans such as regional plans, area plans, and externally managed transit plans (sponsored by agencies other than AC Transit).
The new planning process this quarter is the Richmond Community Based Transportation Plan (CBTP), sponsored by the Contra Costa Transportation Authority (CCTA). This Plan is intended to gather broad community input on how to improve transportation in the Richmond area for low income people. The Temescal Complete Streets Plan has been deleted from the list because it is being implemented as a series of projects, rather than as an overall plan.
