BUDGETARY/FISCAL IMPACT:

The grant award will provide the District with $4,386,106 for the East Bay Bus Rapid Transit (EBBRT) project. No District matching funds are required. The developer is also receiving $172,044 in AHSC grant funds to provide EasyPass for residents for three years.

BACKGROUND/RATIONALE:

With the approval of Staff Report 18-036 the Board authorized joining an application for funding under the AHSC program that includes funding for EBBRT infrastructure. The application is based on an affordable housing development at 905 72nd Avenue in the City of Oakland. The project is planned to be a 59 unit affordable housing development for a mix of families and households with special needs, with 25% of the units set aside for households who are homeless or living with HIV/AIDs. AC Transit is a co-applicant along with the RCD and the City of Oakland.

The grant application was awarded and staff is now returning to the Board to seek approval to enter into the necessary agreements for the funding award. Specifically, under this award the District will receive $4.4 million for the EBBRT project. The grant funds are included in the current funding plan for the project.
