BACKGROUND/RATIONALE:
This Staff Report provides an update on key developments associated with the implementation of the Next Generation Clipper System Integrator project.
The Metropolitan Transportation Commission (MTC) in conjunction with the regional Transit Operators, including AC Transit has been engaged with Cubic Transportation Systems, Inc. in moving the overall project forward. The Next Generation Clipper design process is making significant progress and timelines are being evaluated and discussed on a regular basis.
Currently, the Contract Submittal Package 2 from Cubic is under review by the region. MTC and its technical advisor, IBI Group, provided initial high-level comments and direction to operators on which documents and sections to focus their review. AC Transit Staff, who are involved in managing the Clipper 1 program and who participated in the Next Generation Clipper System Integration solicitation, are working with MTC staff in the review of the Contract Submittal Package 2 for the Next Generation Clipper (C2) Regional Transit Fare Payment System Integrator Contract. The following documents are included in submittal package 2:
* C1 Design Coordination Plan;
* Joint C1-C2 Development and Testing Plan;
o These documents describe how C2 design, development, and testing will be coordinated with operations of the existing C1 system.
* Change Management Plan;
o This document describes the procedures, processes, timing, and responsibilities related to change requests.
