Consider approving contract award to Iteris in the amount of $719,550 for design services associated with the Dumbarton Bridge Corridor Transit Travel Time Improvement Project.

BUDGETARY/FISCAL IMPACT:

Funding for the design contract is included in the Metropolitan Transportation Commission's (MTC) Innovative Deployments to Enhance Arterials (IDEA) grant. No additional District funding is required for this contract. The overall project budget is $3.02 million.

BACKGROUND/RATIONALE:

In February 2018, MTC awarded funding to the District through the IDEA program for the Dumbarton Express Corridor Transit Travel Time Improvement Project. MTC intends these funds to be used quickly to address the core goals of IDEA, which are to:
1) Improve travel time and travel time reliability along arterials for autos and transit vehicles;
2) Improve safety of motorists, transit riders, bicyclists, and pedestrians;
3) Decrease motor vehicle emissions and fuel consumption; and
4) Improve knowledge of and proficiency in the use of advanced technologies for arterial operations.
The Dumbarton IDEA project aims to decrease travel time and improve the reliability of transit service across the Dumbarton Bridge corridor by extending the District's Transit Signal Priority (TSP) network along the DB express route connecting southern Alameda County to the Peninsula.
A design consultant is needed to support staff in leading the design phase of the project with:
* preliminary engineering
* public outreach
* environmental evaluation
* traffic studies
* preparation of project design documents
* guiding project design approval through all partnering agencies

* re-coordination of traffic signals and preparation of signal timing plans
