BUDGETARY/FISCAL IMPACT:

The District plans to apply for up to $2.5 million in FY2019 TSGP funds for the District Security Improvement Project. No matching funds are required for this grant program.

BACKGROUND/RATIONALE:

The Department of Homeland Security (DHS) has issued a Notice of Funding Opportunity to provide $88 million for FY 2019 to eligible public transportation systems for the protection of critical transportation infrastructure and the travelling public from acts of terrorism and to increase the resilience of transit infrastructure.

The District currently has end-of-life equipment with known security flaws within its access control and video management systems. The district is in need of a security equipment refresh. The project components are security access control equipment and software, video management system equipment and software, and new company identification cards. This project will use all current security best practices. Current security issues place the district at risk for physical breach of property, possible theft of buses, cyber-attacks, unsecure identification, and an inability to adequately record video in all critical areas of the District.
