SUBJECT: D4 Bus Wash Upgrade Construction Contract

ACTION ITEM

RECOMMENDED ACTION(S):

Title
Consider approving the release of a solicitation for a fixed price construction contract to upgrade the bus wash at the Seminary Division (D4).

Body
BUDGETARY/FISCAL IMPACT:

This project is funded by a combination of state PTMISEA and federal CMAQ funds from the Bay Bridge Forward program.

BACKGROUND/RATIONALE:

The existing bus wash at the Seminary Division has outlived its useful life. The system no longer complies with water quality and use standards, and is incapable of washing Double Decker buses. This project will rehabilitate the washer building and upgrade the old bus wash system with a modern, energy and water efficient replacement that will be configured to wash the Double Decker buses.

The Board previously approved the solicitation of multiple bus wash systems on May 14, 2014. Since that approval was back in 2014, staff felt it best that the Board reauthorize the solicitation before moving forward.

The design for this bus wash is complete and the plans and specifications are ready for bid. The Procurement Department is prepared to issue an Invitation For Bid and anticipates that the bid will be out within 30 days. Once the bid closes, staff will return to the Board for contract award. Once the Notice to Proceed is issued, staff expects the construction period to take approximately one year.

ADVANTAGES/DISADVANTAGES:

The upgrade of the bus wash system at D4 will allow the District to realize more efficient wash cycles while complying with all current environmental requirements for water quality and water treatment. Additionally, this updated wash will allow staff to wash the Double Decker buses at the seminary division. Staff cannot identify...
