BUDGETARY/FISCAL IMPACT:

Total weekday vehicle hours will decrease by 309.2 and Saturday and Sunday hours will decrease by 84.1 and 62.1, respectively. Turning off supplemental service for the Summer sign-up comprises 208.2 of the 309.2 weekday hours. In total, these changes yield an annual savings of 72,401 platform hours. The changes to Lines 10, 12, 14, 29, 33, 51B, 54, 57, 62, 72R, 88, and 251 as approved by the Board are specifically designed to right-size the network to better match the number of bus operators required to run the service with the number of actual bus operators available each day. Given a significant amount of service is being missed system-wide due to a shortage of bus operators, these reductions will not necessarily reduce the actual operator count and therefore, the budget impact for the June sign-up is minimal. There would likely be a decrease in unscheduled overtime costs because the reduction in the amount of scheduled service would relieve some of the District's unscheduled overtime needs. Staff will not know the amount of unscheduled overtime reduction until the service changes are in effect.
Turning off the Supplemental service amounts to an annualized savings of $6.7 million but the services will be turned back on in the August sign-up. The changes to the Early Bird Service (700-series lines) amounts to a savings of $180,000 per year. Changes to running times and blocking will also save an additional $722,000 annually.

BACKGROUND/RATIONALE:

AC Transit conducts four sign-ups each year as required by the Collective Bargaining Agreement (CBA). These occur in March, June, August, and December. The upcoming sign-up will take place on June 16, 2019.
