SUBJECT:                     Revised Board Policy 145

ACTION ITEM

RECOMMENDED ACTION(S):

Title

Consider approving revisions to Board Policy 145, Elections: Political and Campaign Activities.

Body

STRATEGIC IMPORTANCE:

Goal - Strong Public and Policymaker Support

The proposed revisions to Board Policy 145 ensure the District’s compliance with fair political practices.

BUDGETARY/FISCAL IMPACT:

There is no fiscal impact to updating Board Policy 145.

BACKGROUND/RATIONALE:

The proposed amendments to Board Policy 145 will ensure that the policy is current and clear in advance of its distribution by July 1st of this year.  The revisions clarify the prohibitions set forth in the regulations adopted by the Fair Political Practices Commission.

ADVANTAGES/DISADVANTAGES:

The advantage to approving the proposed revisions to Board Policy 145 is to ensure compliance with FPPC regulations and the avoidance of any potential violations or misuse of District resources for campaign or political activities.  There are no disadvantages.

ALTERNATIVES ANALYSIS:

The alternative to approving revisions to Board Policy 145 is to distribute the version last revised in 2018.  This is not recommended since the revisions will mitigate the risk of non-compliance with FPPC regulations.

PRIOR RELEVANT BOARD ACTION/POLICIES:

Board Policy 145, last revised June 27, 2018
