Consider authorizing the General Manager to issue an Invitation For Bid (IFB) for construction associated with the Dumbarton Bridge Corridor Transit Travel Time Improvement Project.

The proposed project intends to improve reliability and reduce travel time along the Dumbarton Bridge corridor. 

 

BUDGETARY/FISCAL IMPACT:

 

The proposed project is funded by various federal, state, and local funds, including the Metropolitan Transportation Commission’s (MTC) Innovative Deployments to Enhance Arterials (IDEA) grant, Caltrans’ Low Carbon Transit Operations Program (LCTOP) and the Alameda County Transportation Commission (ACTC).  The overall project budget is $3.6 million.  Other than staff time for project management, there will be no additional District funds used to complete this project.  The project is programmed in the FY2019-20 and FY2020-21 capital budget.

 

BACKGROUND/RATIONALE:

 

The Dumbarton Corridor is approximately 15 miles long and is the major travel corridor between the East Bay cities of Fremont and Union City and the Peninsula cities of Palo Alto and Menlo Park. The Project will extend AC Transit’s Transit Signal Priority (TSP) network across the corridor, install bus queue jump lanes and include other bus stop enhancements to reduce travel time and improve the reliability of transit service between the cities of Fremont, Union City, Menlo Park and Palo Alto. The Project seeks to address the travel demand for high quality transit services across the Dumbarton Bridge, connecting jobs on the Peninsula to housing in the East Bay. The project is coordinated with MTC’s Dumbarton Forward Project, and the two projects complement one another.  One of the possible short-term recommendations of the Dumbarton Forward Project is the “Bus on Shoulder” project, where the bus drives on the shoulder on the Dumbarton Bridge, which staff would like to implement in 2022.

 

Residents, business owners and property owners will be informed about the project via mail for the proposed bus stop changes and queue jump signals in June.  In addition, eNews will be used to inform Dumbarton Express riders.  The design phase is expected to be completed in summer.  Once the design is completed and ready for construction bid, staff will issue the IFB for construction services.  Staff will then return to the Board to request a contract award of a firm fixed price contract to the lowest responsive and responsible bidder.

There are no disadvantages to advertising the IFB.
