This staff report is intended to provide the Board of Directors with a short-term recovery plan for East Bay Paratransit (EBP) and an update of activities related to COVID- 19 to date.

BUDGETARY/FISCAL IMPACT:

There will be no fiscal impact as a result of receiving/accepting this update. Fiscal impacts to the EPB program are detailed in the attached draft recovery plan and update.

BACKGROUND/RATIONALE:

This staff report is provided to give the Board of Directors an EBP Draft Recovery Plan as well as an update on EBP's COVID-19 related activities. Attachment 1 contains the plan and is formatted to generally conform with the District's fixed-route recovery plans. The plan includes broad categories of Financial Conditions, Operations, Health and Safety (Drivers and Passengers) and Communications. Each section contains a brief status of current conditions, activities by the service providers (SP's) and broker, and a section on future outlook.

Attachment 2 contains an update on all COVID-19 related activities by EBP to date. This information is provided to give the Board of Directors more detail and background on the program's actions. This information was provided to the AC Transit/BART Interagency Liaison Committee (ILC) on May 6, 2020 and reformatted to align with the categories of the Recovery Plan.

ADVANTAGES/DISADVANTAGES:

The advantage to receiving this report is to keep the Board of Directors informed of all aspects of the District's paratransit service activities, the impacts of COVID-19 and recovery implications.
