The installation of new gates and guard shacks at both the entrance and exit driveways will enhance the perimeter security at the Oakland (D4) Division providing a safer environment for both staff and AC Transit assets.

BUDGETARY/FISCAL IMPACT:

This contract has a fixed cost of $781,129.00, which is fully funded by two (2) sources: the Senate Bill 1 Local Partnership Program (SB1 LPP), and the Public Transportation Modernization, Improvement and Service Enhancement Account (PTMISEA).

BACKGROUND/RATIONALE:

In March of 2018, a Transportation Security Administration (TSA) Baseline Assessment for Security Enhancement (B.A.S.E.) was conducted. Results of the assessment identified the entrance and exit gates at D4 in Oakland as concerns. Specifically, access control improvements were recommended that harden the perimeter with attention given to the entrance and exit gates to the property. D4 is the only AC Transit operating division with separate entrance and exit gates. The existing gates have a slow operating cycle and are not in view of the security guard post making it easy for unauthorized vehicles or visitors to enter the yard.
