The annual report will help to provide assurance to the Board that all Tempo Platform video requests fulfilled were made in accordance with their intended and authorized use as defined in Board Policy 411.

BUDGETARY/FISCAL IMPACT:

There is no budgetary or fiscal impact associated with this recommended action.

BACKGROUND/RATIONALE:

Board Policy 411 - Tempo Platform Camera Use, requires that a log, recording all video requests, be maintained. The policy also requires that an annual report identifying the types of data requests made and their intended use be submitted.

The Tempo platform camera system was installed in August 2020. While a log of all video requests has been maintained since that time, the annual reports, required by Board policy, have not been submitted.

There was an internal audit of all (147) video requests made from August 2020 to August 2023. The results of that audit showed that the annual reports were not being produced and internal written approvals for the requests were sometimes missing. However, it also noted that all video requests made were for authorized purposes, as defined in Board Policy, and all outside law enforcement requests contained proper court orders.
