RECOMMENDED ACTION(S):
Title
Consider authorizing the General Manger to enter into an extension of the Dumbarton Bridge Regional Operations Consortium (DBROC) Cooperative Agreement--January 1, 2021 to December 31, 2021--in conjunction with the one-year option for the service contract.

Extending the cooperative agreement will ensure a structure of administration, governance, and oversight for the Dumbarton Express service in calendar year 2021.
BUDGETARY/FISCAL IMPACT:
There is no expected budgetary impact of extending the Cooperative Agreement term by one year. Including any AC Transit staff time, the Dumbarton Express service itself is fully funded by Regional Measure 2 bridge toll revenues and Easy Pass program revenues generated by Stanford University and Stanford Medical Center.
BACKGROUND/RATIONALE:
The District acts as the Administrator of Dumbarton Express service as noted in the Cooperative Agreement between the Alameda-Contra Costa Transit District (AC Transit), the San Francisco Bay Area Rapid Transit District (BART), the City of Union City (Union City Transit), the San Mateo County Transit District (SamTrans), and the Santa Clara Valley Transportation Authority (VTA)-collectively, the Consortium-dated December 19, 2011.
The Consortium members met on July 28, 2020 to discuss the status of the District’s contract with MV Transportation to operate the Dumbarton Express service. The contract contains five (5) one-year options, of which the first four have been exercised. The Consortium members agreed to recommend exercising the fifth and final one-year option for the period January 1, 2021 to December 31, 2021. The Consortium members also recommended that AC Transit should continue to act as the Administrator of the Dumbarton Express service.
ADVANTAGES/DISADVANTAGES:
The advantage of extending the Cooperative Agreement is that AC Transit is able to continue its administration and oversight of the Dumbarton Express service. In addition, extending the Cooperative Agreement would help to maintain continuity of the service and administration.
There are no known disadvantages to extending the Cooperative Agreement.
ALTERNATIVES ANALYSIS:
Staff evaluated whether the District should elect to let the Cooperative Agreement expire. This is not recommended because there would be no formal protocol for administration and oversight of the Dumbarton Express service. In addition, a single member of the Consortium could request to administer and manage the service on its own. However, the Consortium facilitates collaboration among the transit agencies to deliver the Dumbarton Express, including participation in the service planning and bus procurement process. The Consortium will also be
an important stakeholder as projects related to transit on the Dumbarton Bridge corridor--whether bus rapid transit, passenger rail service, or some other mode--move forward and are implemented.
