Classification specifications are important tools that provide the basis for a variety of administrative and personnel decisions, which contribute to the goal of a High Performing Workforce and the strategic initiative of Recruitment, Training, and Retention. These documents clearly delineate job functions, competencies, and other elements such as physical requirements and special environmental conditions. Maintaining current and accurate classification specifications is necessary and provides essential administrative tools supporting organizational design, workforce planning, recruiting efforts, compensation determination, and employee development.
BUDGETARY/FISCAL IMPACT:
There is no fiscal impact associated with the 2022 Classification Specification Summary report. The report provides information concerning the new, revised and abolished classification specifications presented to and approved by the Board of Directors during the calendar year 2022. This report is provided for informational purposes in conformance with Resolution No. 2045.
BACKGROUND/RATIONALE:
Resolution No. 2045 delegates authority to the General Manager/CEO to approve revisions to existing classification specifications that do not involve significant alterations in job functions, changes in compensation, or bargaining unit. The resolution requires that an annual report on revised classifications be presented to the Board of Directors. In 2022, the General Manager/CEO did not exercise his authority granted in Resolution No. 2045 and did not approve any revisions to classifications, choosing instead to present all proposed revisions to the Board for approval.
The Board of Directors approved seven (7) new classifications, sixteen (16) revised classifications, and abolished two (2) classifications in 2022. The new classifications are as follows:
• Assistant Facilities Maintenance Manager
• Innovation and Technology Supervisor
• Procurement and Materials Analyst
• Project Manager I
• Director of Human Resources
• Director of Innovation and Technology
• Manager of Business Analytics.
The revised classifications are as follows:
• Board Administrative Officer/District Secretary
• General Counsel/Chief Legal Officer
• General Manager/Chief Executive Officer
• Assistant Director of Procurement and Materials Management
• Director of Business Sciences
• Director of Procurement and Materials Management
• Facilities Maintenance Manager
• Human Resources Manager
• Innovation and Technology Manager
• Innovation and Technology Service Analyst
• Labor Relations Manager
• Media Affairs and Strategic Initiatives Manager
• Project Coordinator
• Project Manager II
• Senior Innovation and Technology Service Analyst
• Senior Project Manager
The two (2) abolished classifications are as follows: Director of Systems and Software Development and the Manager of Systems Analytics. The 2022 Classification Specification Summary Report of New, Revised, and Abolished Classification Specifications (Attachment 1) provides detailed information concerning each of the aforementioned classification specifications.
