BRIEFING ITEM

AGENDA PLANNING REQUEST:

RECOMMENDED ACTION(S):

Title

Consider receiving an update on Transit 2050+, long-range regional transit plan. [Requested by Director Syed - 7/26/23]

STRATEGIC IMPORTANCE:

Goal - Convenient and Reliable Service

Initiative - Service Quality

The Transit 2050+ long-range regional transit plan aims to improve connectivity between AC Transit and neighboring transit providers as outlined by the Blue-Ribbon Transit Recovery Taskforce and Transit Transformation Action Plan.

BUDGETARY/FISCAL IMPACT:

There is no additional funding/budget need for the Transit 2050+ plan. Transit 2050+ is a part of Plan Bay Area 2050+, which allocates transit agency funding based on the upcoming regionwide anticipated revenue forecast.

BACKGROUND/RATIONALE:

Transit 2050+ began as the Connected Network Plan that was identified in the Transit Transformation Action Plan and in the Plan Bay Area 2050 Implementation Plan. Transit 2050+ will develop a service-oriented, fiscally-constrained transit network concept by updating the transit-related strategies in Plan Bay Area 2050+ using a data-driven approach to identifying investment priorities.

The purpose of this presentation is to inform the AC Transit Board about the background, scope and schedule of the Transit 2050+ effort, introduce them to the work of the operator-led Project Management Team, review the plan’s Problem Statement and Goals, and refamiliarize them with the AC Transit projects from Plan Bay Area 2050.

ADVANTAGES/DISADVANTAGES:

The advantage of this plan is that it aims to assist AC Transit in its goal of convenient and reliable service, especially as it relates to transfers between service providers and regionally significant travel. There is no specific disadvantage as it pertains to AC Transit.

ALTERNATIVES ANALYSIS:

The Connected Network Plan was initially conceived outside of the purview of Plan Bay Area 2050+, but in order to avoid potentially duplicative and/or disparate efforts, it was recommended by staff in December 2022 to take a harmonized approach where connected network planning directly informs the official regional plan process through the Transit 2050+ initiative.
