The primary objective of the June 2025 Sign-up is continuity with the December 2024 and March 2025 sign-ups, in anticipation of the August 2025 service change.

 

BUDGETARY/FISCAL IMPACT:

 

While there are no changes in the schedules in the June Sign-up compared to the March Sign-up, the District will operate service on “School Holiday” meaning staff will not deploy the Supplementary Service trips.  The cost of keeping Supplementary Service in the June Sign-up but on School Holiday is an estimated $285,000 in operator wages assuming an hourly wage rate of $38/hour.  However, under the existing Memorandum of Understanding (MOU) with ATU 192 for the June and August 2025 sign-ups, operators with Supplementary Service runs will need to check-in with Division Dispatch on a daily basis to potentially fill in any missing pieces of work as necessary.  This could result in some overtime cost savings that would offset some or all the additional cost in Supplementary Service wages.

 

BACKGROUND/RATIONALE:

 

AC Transit typically conducts four Sign-ups each year as required by the Collective Bargaining Agreement (CBA) with the Amalgamated Transit Union Local #192 (ATU 192).  These occur in March, June, August and December.

 

The June 2025 Sign-up uses the same runcut as the December 2024 and March 2025 runcuts.  However, since the roster, or weekly operator work assignments, was changed at the request of ATU 192, it is not considered a rehang or a complete duplicate of the last two runcuts.

 

In accordance with the MOU with ATU 192 leadership for the June and August 2025 sign-ups, the following two provisions will be met in the June 2025 Sign-up:

 

                     As a result of reusing the December 2024 and March 2025 runcuts, Supplementary Service will remain in the June 2025 runcut but will be suspended as is customary for the summer; and

                     The June 2025 Sign-up bid will be moved up four weeks to the week of April 14th, 2025, to better accommodate the August 2025 service change timeline.

 

To provide more information and transparency on the June service changes, staff has attached the June 2025 Stop Changes, Attachment 1, that lists all bus stop changes that will go into effect commensurate with Sign-up implementation on June 15, 2025.

 

As part of the June Sign-up, there will be adjustments to several bus stops to support major initiatives including the Telegraph Rapid Corridors Project, local infrastructure improvements, and temporary construction needs. Staff implemented new and relocated stops along Telegraph Avenue to optimize bus stop spacing and improve service reliability under Board Policy 501. In alignment with this effort, staff removed stops on Telegraph Avenue, serving Lines 6 and 800, to streamline operations and enhance reliability. Additional changes are tied to City-led projects including two new stops and several relocations on 14th Street in Oakland as part of the City’s 14th Street Safe Routes in the City Project, enhancing safety and access for pedestrians and transit riders. Temporary stop adjustments include a relocated stop at Richmond BART due to ongoing Amtrak construction, which is expected to finish by August 2025, and a new temporary stop on Pan Am Way due to construction for the Rebuilding Existing Supportive Housing at Alameda Point (RESHAP), in place through September 2025.

 

Planned Long-term Detours

 

Consistent with recent Board-approved revisions to Board Policy 544, below are the active and upcoming long-term service detours:

 

                     Cedar Blvd & Smith Ave - There is a housing development project underway in Newark which requires long-term closure of the stop at Cedar Blvd & Smith Ave. This stop will be closed for one year, from August 2024 - August 2025.  This stop closure affects Lines 200, 232, 620, 626, and 628.

 

                     Richmond BART Station - Due to construction at the Amtrak/Capitol Corridor platform at the Richmond BART station, staff temporarily relocated the bus stop at the southeast corner of the transit center serving Lines 74, 76, 376, 607, 667, 675, and 676 (Stop ID 51646). The original stop area and its surroundings are being used for construction staging. These routes will now pick up and drop off riders at the bus bay closest to Macdonald & 16th Street (Stop ID 51641) in the station until August 2025.

 

                     Line 96 - The City of Alameda’s Rebuilding Existing Supportive Housing at Alameda Point (RESHAP) project will require multiple long-term detours in the Alameda Point area, with the planned road closure starting October/November 2024. Various street segments in Alameda Point will be closed to vehicular traffic for months to years (depending on the segment). The current planned road closures are Midway Ave from Pan Am Way to Rainbow Ct (closed from October/November 2024 - April 2025) and Midway Ave from Orion St. to Main St., and Orion St. from Midway Ave to W. Tower Ave (closed from December 2024 to December 2025).

 

                     Oakland Alameda Access Project - Looking ahead, staff is coordinating with the project lead, the Alameda County Transportation Commission (ACTC), as well as the City of Oakland and the City of Alameda, on the pending construction of the Oakland Alameda Access Project. While this project will ultimately benefit traffic circulation between Oakland and Alameda through the Webster and Posey tubes, construction of this project will require ACTC to close one lane of traffic in each tube for an extended period. While a detour is not planned at this time, construction could result in significant delays to lines 19, 20, 51A, 96, O and W. Staff is actively working with the project team and our partner jurisdictions on identifying transit mitigations, such as dedicated transit lane segments, to minimize impact to our schedules and riders as much as possible.

 

ADVANTAGES/DISADVANTAGES:

 

The primary advantage to the implementation of the June Sign-up is to provide continuity with the December and March Sign-ups in anticipation of major service changes (Realign) in the August Sign-up.  It also gives the operators an opportunity to change their work assignment for the summer.

 

Staff cannot identify any disadvantages with implementation of the June Sign-up.

 

ALTERNATIVES ANALYSIS:

 

Staff did consider several line improvements for the June Sign-up but agreed with the ATU Drivers Committee to extend the March Sign-up and consider adjustments once Realign is implemented in August.
