Consider the reappointment of Ben Gould as AC Transit’s representative on the Alameda County Transportation Commission's (ACTC) Bicycle and Pedestrian Advisory Committee (BPAC).

Committees like BPAC serve an important role in planning and implementation efforts related to bicycling and walking.
BUDGETARY/FISCAL IMPACT:
There is no budgetary or fiscal impact.
BACKGROUND/RATIONALE:
According to the ACTC website, the BPAC involves interested community members in the ACTC’s policy, planning and implementation efforts related to bicycling and walking, with the goal of increasing the safety and convenience of walking and bicycling conditions in Alameda County to increase the proportion of trips made by walking and bicycling. The Committee advises on Countywide Bicycle and Pedestrian Plan updates and works collaboratively with project sponsors to identify and consider the needs of bicyclists and pedestrians in capital project designs and program materials. Members of the Committee must be Alameda County residents and are appointed for a two-year term. AC Transit has one representative on this Committee.
Attached is he original application for Ben Gould, the District’s current representative on the Committee since 2021. Mr. Gould is a member in good standing and is interested in being reappointed to serve another two-year term. Mr. Gould’s continued service on the BPAC would be an asset to the BPAC and the District. If the Board selects Mr. Gould, his reappointment would be recommended to the ACTC as AC Transit’s representative.
It should be noted that BPAC members are not paid as their service on the Committee is voluntary. At the discretion of the Board, the individual appointed shall, at least once each calendar year, submit a report (preferably in writing) to their appointing individual or body.
ADVANTAGES/DISADVANTAGES:
The most notable advantage of having a representative on the BPAC is having someone who can represent the best interests of AC Transit. There are no notable disadvantages.
ALTERNATIVES ANALYSIS:
Due to the short timeframe in which to make an appointment and because the current representative is seeking reappointment, staff considered, but ultimately decided not to conduct a formal recruitment.
