BACKGROUND/RATIONALE:
The purpose of this report is to introduce the two initial redistricting plans. These plans will serve as a basis for public review at upcoming public workshops in January and will provide a foundation in the development of additional plans that will be presented to the Board later in the redistricting process. Both plans meet the equal population requirement to the extent practicable (equal population is 314,596 per ward).
The population summary provided below shows that population adjustments will be required in every ward even though Wards 1 and 3 are within range of the ideal population figure.

As presented in Staff Report 21-029b, Redistricting Plans 1 and 2 reflect boundary adjustments in line with the following:
• Ward 1/Ward 2 Boundary: Very minor changes in Berkeley
• Ward 2/Ward 3 Boundary: Moderate changes in Oakland
• Ward 3/Ward 4 Boundary: Because Ward 5 will expand further into Hayward, Ward 4 will expand further into Ward 3 in San Leandro
• Ward 4/Ward 5 Boundary: Ward 5 will expand further into Ward 4 in Hayward
A general description of the proposed changes outlined in Plans 1 and 2 (with maps provided in Attachments 1 and 2 of this report) are summarized below.
Plan 1 - Summary of Proposed Changes
Ward 1 & Ward 2 (Berkeley)
• Affected Area 1: two blocks West of Telegraph Ave. in Berkeley, between Dwight Way and Parker St., are proposed to move from Ward 1 to Ward 2.
• Nearby Landmarks: South of UC Berkeley/UC Berkeley Residence Halls.
• Mostly multi-residential housing units, retail/service businesses along Telegraph Ave. Dwight Way Child Development Center (preschool) would move from Ward 1 to Ward 2.
Ward 2 & Ward 3 (Oakland)
• Affected Area 1: the area South of School St., to International Blvd., and South-East of Fruitvale Ave. is proposed to move from Ward 2 to Ward 3.
• Affected Area 2: The area North of School Street, generally North-West of Maple Ave. and North-West of Rettig to Joaquin Miller Rd. is proposed to move from Ward 3 to Ward 2.
• Neighborhoods Affected: Fruitvale, Peralta Hacienda, Upper Peralta, School, Upper Dimond, Lincoln.
• Mixed multi-residential units and single-family homes. Retail and service businesses along the arterials: International Blvd., Foothill Blvd., 35th Ave.
Ward 3 & Ward 4 (San Leandro)
• Affected Area: the area South-East of 139th Ave., South-West of East 14th Street, South-East of 148th and East of Interstate 580, to the border with Castro Valley, is proposed to move from Ward 3 to Ward 4.
• Neighborhoods Affected: San Leandro’s Lower Bal neighborhood is proposed to be in Ward 4. the industrial area South of the BART line and the dense residential area North of BART line South-East of 139th Ave. is proposed to be in Ward 4.
Ward 4 & Ward 5 (Hayward)
• Affected Area: the area that is generally East/North-East of Hesperian Blvd. between Longwood Ave. and Jackson St., to Interstate 880, is proposed to move from Ward 4 to Ward 5.
• Nearby Landmarks: the affected area is to the West of Hayward Municipal Airport, and West of Chabot College. The Southland Mall would move to Ward 5.
• Neighborhoods Affected: Longwood, Eden, and the entire Southgate neighborhood would no longer be split and would move to Ward 5.
Plan 2 - Summary of Proposed Changes
Ward 1 & Ward 2 (Berkeley)
• Affected Area: the area that is generally between Oxford St. and Shattuck Avenue and Berkeley Way and Allston Way, is proposed to move from Ward 1 to Ward 2.
• Nearby Landmarks: UC Berkeley Campus, Berkeley Art Museum, University Hall building, other UC facilities.
• Mostly UC facilities mixed with retail and service businesses on Shattuck Ave.; some student housing, apartments on University Ave.
Ward 2 & Ward 3 (Oakland)
• Affected Area 1: the area that is North-East of Foothill Blvd. to Carrington St., between 35th Ave. and 40th Ave. is proposed to move from Ward 3 to Ward 2.
• Affected Area 2: the area between North-East Brookdale Ave., South-East of Coolidge, North of School Street to Champion Street and Interstate 580, is proposed to move from Ward 3 to Ward 2.
• Affected Area 3: the area that is generally North-East of Interstate 580, between Park Blvd./Shepherd Canyon Rd. and Lincoln Ave./Joaquin Miller Rd. is proposed to move from Ward 2 to Ward 3.
Ward 3 & Ward 4 (San Leandro)
• Affected Area: The area South-East of 139th Ave., South-West of East 14th Street, South-East of 148th and East of Interstate 580, to the border with Castro Valley, is proposed to move from Ward 3 to Ward 4.
• Neighborhoods Affected: San Leandro’s Lower Bal neighborhood is proposed to be in Ward 4. The industrial area South of BART line and the dense residential area North of BART line South-East of 139th Ave. is proposed to be in Ward 4.
Ward 4 & Ward 5 (Hayward)
• Affected Area 1: the area that is generally South-East of the City of Hayward border with San Lorenzo between Skywest Golf Course in Hayward and State Route 92 and West of Hesperian Blvd., is proposed to move from Ward 5 to Ward 4.
• Neighborhoods: Mount Eden, Longwood, Winton Grove and Southgate are proposed to move from Ward 5 to Ward 4.
• Affected Area 2: the area that is generally south-east of State Route 92/Jackson St., South of W Tennyson Rd. to Union City border and West of BART/Union Pacific Rail lines, is proposed to move from Ward 4 to Ward 5.
• Neighborhoods Affected: Glen Eden, Tennyson-Alquire, and a portion of the Southgate Neighborhood that is currently in Ward 5.
• Mixed residential, retail, manufacturing and industrial area; ecological reserve area.
Next Steps
As the Board is aware, the Marketing, Communications and Customer Services and Legislative Affairs & Community Relations Departments; Media Affairs and the District Secretary’s Office have worked diligently to assemble a robust and professional multi-lingual public outreach plan that was approved by the Board on October 27, 2021. The website for the Redistricting Project (actransit.org/redistricting) has launched and features an introductory video, information on public workshops and hearings, a repository of all public documents, and draft redistricting plans. In addition, a community of interest survey will soon become available as will a public mapping tool that will allow members of the public to submit their own map proposals to the District.
Virtual Public Workshops are set for January 19, 20, 24 and 27. Information gathered at the workshops as well as surveys and map submissions will be reviewed by staff and will be used to help shape additional Redistricting Plans that the Board may consider at public hearings on March 9th and 23rd. The deadline to submit newly adopted boundaries to Alameda and Contra Costa Counties is April 17, 2022.
