BACKGROUND/RATIONALE:

 

The Political Reform Act requires state and local government agencies to adopt and promulgate Conflict-of-Interest Codes.  Each year, officials and employees whose positions are designated in the District’s Conflict-of-Interest Code must file an Annual Statement of Economic Interest with the District Secretary.  The deadline to file, as established by the Fair Political Practices Commission (FPPC), was Tuesday, April 1, 2025.

 

The District Secretary’s Office reports that out of 187 required annual filings, all but four were received on or before the filing deadline of April 1, 2025.  The District Secretary’s Office is working to collect the remaining outstanding filings.

 

Government Code Section 91013 provides that any person who files a statement after its deadline shall be liable in the amount of $10.00 per day, up to a maximum of $100.00. Board Policy 703 further prescribes the District’s actions for assessing a fine from late filers.

There are no alternatives as this report is provided at the request of the Board of Directors.

 

PRIOR RELEVANT BOARD ACTION/POLICIES:

 

On September 21, 1994, the Board of Directors directed the District Secretary to provide annual reports on the status of Statement of Economic Interest Fillings (Form 700).
