ACTION ITEM

AGENDA PLANNING REQUEST:

RECOMMENDED ACTION(S):

Title

Consider authorizing the Interim District Secretary to begin recruitment to fill AC Transit’s representative position on the Alameda County Transportation (ACTC) Bicycle and Pedestrian Advisory Committee (BPAC).

Staff Contact:

Jelena Harada, Interim District Secretary

Body

STRATEGIC IMPORTANCE:

Goal - Strong Public and Policymaker Support

Participation on regional advisory committees such as BPAC supports AC Transit’s engagement in policy, planning, and implementation efforts related to bicycling and walking.

BUDGETARY/FISCAL IMPACT:

There is no budgetary or fiscal impact.

BACKGROUND/RATIONALE:

The ACTC BPAC involves interested community members in the ACTC’s policy, planning and implementation efforts related to bicycling and walking, with the goal of increasing the safety and convenience of walking and bicycling conditions in Alameda.  The Committee advises on Countywide Bicycle and Pedestrian Plan updates and works collaboratively with project sponsors to identify and consider the needs of bicyclists and pedestrians in capital project designs and program materials.  Members of the Committee must be Alameda County residents and are appointed for a two-year term.  AC Transit is allocated one representative seat.

The District’s current representative has indicated his intent to step down from the Committee, creating a vacancy.

Staff requests Board authorization to initiate a recruitment process to fill the vacancy. Recruitment is proposed to open on April 23, 2026, and remain open through May 22, 2026, with Board review and selection anticipated at its meeting on June 10th. The candidate selected by the Board will be forwarded to the ACTC for appointment. Recruitment will be advertised on AC Transit’s website, eNews and social media channels, as well as targeted outreach through the Alameda County Transportation Commission and community-based organizations.

It should be noted that BPAC members are not paid as their service on the Committee is voluntary.

ADVANTAGES/DISADVANTAGES:

Maintaining representation on BPAC ensures AC Transit’s interests are considered in ACTC bicycle and pedestrian activities. There are no identified disadvantages.

ALTERNATIVES ANALYSIS:

If the Board does not authorize recruitment, the District’s BPAC seat will remain vacant.
