The West Contra Costa Transportation Advisory Committee (WCCTAC) is one of four Regional Transportation Planning Committees for Contra Costa County and serves as a planning and funding agency for West Contra Costa County. This regional body is critical for West Contra Costa to plan local projects and advocate for the interests of West Contra Costa County to the Contra Costa Transportation Authority. WCCTAC is governed by a Joint Exercise of Powers Agreement, of which AC Transit is a member. WCCTAC’s Board of Directors initiated an update of the Joint Exercise of Powers Agreement that must be adopted by the individual member agencies.

BACKGROUND/RATIONALE:
The West Contra Costa Transportation Advisory Committee (WCCTAC) is one of four Regional Transportation Planning Committees (RTPC) in Contra Costa County. The RTPC’s were created to manage the 1988 Measure C 1/2 cent sales tax for transportation projects and programs, and its extension, Measure J, approved by Contra Costa County voters in 2004. In addition to managing revenues from Measures C and J, WCCTAC administers the sub-regional transportation mitigation fee program (STMP), and participates in developing and implementing policies, programs and projects to improve local and regional transportation and air quality.
AC Transit participates in WCCTAC through its membership to its Joint Powers Agreement, which was last updated in 2003. WCCTAC staff was asked to investigate how committee members be compensated for the time they devote to committee business. WCCTAC staff determined that the JPA itself specifies that committee members are ineligible to receive compensation and would need to be amended to permit committee member compensation. Since the last update to the JPA occurred more than 20 years ago, committee staff took the opportunity to make additional “clean-up” revisions, such as updating references to Measure C to Measure J. Besides allowing for committee member compensation, there are no other substantive changes to the document. All other member agencies of the JPA have adopted these revisions, with AC Transit the only remaining agency pending.
ADVANTAGES/DISADVANTAGES:
Advantages - AC Transit adopting the proposed revisions would allow WCCTAC to formally amend the JPA to allow compensation to committee members and make the necessary updates to reflect current conditions.
Disadvantages - There are no disadvantages to the AC Transit Board of Directors adopting the revisions to the JPA.
ALTERNATIVES ANALYSIS:
The Board of Directors could decide not to adopt the revisions to the JPA, which would not allow formal adoptions of the WCCTAC revisions to the JPA.
