The primary function of the June Sign-up is to suspend Supplementary School service from the network in order to operate more efficiently and better use the District’s limited resources during the summer.  There are other minor changes that respond to changing conditions and improve the quality of the service for the customer given these conditions.

 

BUDGETARY/FISCAL IMPACT:

 

Total daily weekday vehicle platform hours have decreased from Spring 2023 service levels by 194 hours.  Saturday and Sunday had no net difference in hours.  In total, these changes result in a decrease of 8,248 platform hours in summer, yielding an estimated decrease of $1.3 million.

 

BACKGROUND/RATIONALE:

 

AC Transit conducts four Sign-ups each year as required by the Collective Bargaining Agreement (CBA) with Amalgamated Transit Union (ATU) Local 192. These occur in March, June, August, and December.

 

The 2023 June sign-up suspends Supplementary Service on lines 33, 39, 51A, 72M, 76, 93, 95, 97 and all 600 lines.  The operator count needed to operate the scheduled service is decreased by 5 to 876 as a result.  In addition, the Oakland Police Department street closures on Broadway have necessitated the detouring of the All-Nighter lines with a concurrent change in location of the downtown timed transfer to 14th & Broadway from 20th Street in Oakland. Lines 1T, 800, 802, 805, 840 and 851 will detour off Broadway between T. L. Berkley Way (20th St.) and 14th St.  The 1T Tempo will now terminate at 14th & Broadway to facilitate the connection with the other All-Nighter lines.

 To improve alignment with the Alameda Seaplane Ferry schedule, all Line 78 trips have shifted accordingly.  Line 78 will no longer service the USS Hornet Sea, Air & Space Museum stop at West Hornet Ave. & Ferry Point.  The new terminal will be the Alameda Seaplane Lagoon Ferry Terminal.

 

Transbay Line O had minor changes to its schedule. 

 

In concert with a decrease in operator resources, service changes did not require additional resources.  Systemwide, the District remains at nearly 88% of pre-pandemic service levels for June of 2023 sign-up.

 

ADVANTAGES/DISADVANTAGES:

 

The primary advantage of implementing the June service adjustment would be prioritizing operator safety and improving customer experience on the routes mentioned above.  In addition, the District can operate a right-sized service network that matches existing conditions with the closure of schools for the summer.

 

There are no disadvantages in implementing the June service adjustments.

 

ALTERNATIVES ANALYSIS:

 

Staff did not identify alternatives associated with the June service changes since they are straightforward.  Staff will address service reliability improvements with the August service adjustment.
