Consider adoption of Resolution No. 26-021 authorizing the General Manager or his designee to file and execute an application and funding agreement with the Contra Costa Transportation Authority (CCTA) for the Coordinated Call for Projects (CCFP) for the Division 3 Security Enhancements Project.

This grant application, if successful, will fund safety upgrades at AC Transit’s Richmond (Division 3) facility. Securing the award allows the District to modernize security infrastructure without competing for limited District funds.
BUDGETARY/FISCAL IMPACT:
Staff plans to submit an application to CCTA’s CCFP for up to $715,000 for the Richmond, Division 3 (D3) Security Enhancements Project.
The program requires an 11.47% local match (approximately $93,000) on a $715,000 award. This match will be District Capital. The project was originally anticipated to be fully funded by future District funds so a grant award will reduce necessary District Capital expenditure substantially. Nonetheless, Staff will continue pursuing supplemental grant funding, where available.
BACKGROUND/RATIONALE:
On June 17, 2026, CCTA announced approximately $95 million in funding availability through its Consolidated Call for Projects (CCFP). Staff identified the D3 Security Enhancements Project as a strong candidate based on program fit, geographic location, project readiness, and lessons learned from prior application cycles. The group of projects to upgrade security systems at all facilities has been included in the Capital Improvement Plan (CIP) with specific locations moving into the capital budget based on funding availability.
The D3 Security Enhancements Project will significantly strengthen security at D3 by deploying modern, integrated technologies that improve employee safety, protect District assets, and streamline operations. Key benefits include enhanced controlled access through updated badge readers that greatly reduce unauthorized entry; sharper, high-definition video monitoring that provides better oversight and faster incident response; and a digital master key system that simplifies access management while eliminating risks associated with lost, duplicated, or unauthorized keys. Division 3 was reopened in 2017, so while much of the building remains in good repair, the security infrastructure is due for replacement and upgrade to current District standards.
The District’s submission is due to CCTA by August 17, 2026 and is scheduled for project review by MTC in October 2026.
ADVANTAGES/DISADVANTAGES:
CCTA’s CCFP presents an opportunity to fund a vital capital project with majority grant funding, instead of District funds.
The application requires commitment of District Capital as local match; however, staff will continue to pursue other grant funds to cover the match requirement.
ALTERNATIVES ANALYSIS:
Staff considered several potential grant applications to the CCTA CCFP. The Project selected here best fits the goals of the program and is the readiest for implementation. This was determined by evaluating successful and unsuccessful applications in prior cycles and researching the grant program.
