Title
Consider adoption of Resolution Nos. 23-047 and 23-048 authorizing the General Manager, or his designee, to file and execute applications and funding agreements with the Alameda County Transportation Commission (ACTC) for the 2024 Comprehensive Investment Plan (CIP) for the Fruitvale Corridor Transit Signal Priority (TSP) and High Priority Bus Improvements Projects.

The award of these grant funds for these projects will help the District fund vital capital projects that will improve transit performance and provide for infrastructure enhancements.
BUDGETARY/FISCAL IMPACT:
The District previously applied for approximately $6.3 million for two capital projects through ACTC’s CIP that meets Metropolitan Transportation Commission (MTC) One Bay Area Grant (OBAG) funding criteria.
The District has been awarded $3,523,000 in Vehicle Registration Fee (VRF) capital funds from ACTC for these two capital projects. The grant funds will be used in the design and construction phases. The matching funds requirements for this grant will be met by other grant funds in the projects.
BACKGROUND/RATIONALE:
The District has secured $2,000,000 in Surface Transportation Program (STP) funds allocated to the MTC by the Federal Highway Administration (FHWA) under the OBAG funding program for the Fruitvale Corridor TSP project. The OBAG program is MTC’s policy and programming framework for investing regional shares of certain federal discretionary funding sources such as Surface Transportation Block Grant Program (STP) and Congestion Mitigation and Air Quality Improvement (CMAQ) throughout the region.
The District will be receiving $1,723,000 in VRF funds for the Fruitvale Corridor TSP project and $1,800,000 in VRF funds for the High Priority Bus Improvements project. The funds have been programmed by ACTC and resolutions are required from the District to execute the funding agreements.
The funding is for the following projects:
1. Fruitvale Corridor
This project will consist of installing TSP signal improvements, queue jumps, bus stop relocation/improvements, and signal coordination improvements around Fruitvale Avenue and its vicinity. The total project cost is approximately $5 million.
2. High-Priority Bus Stop Improvements
This project will be a follow-up to an upcoming District-wide bus-stop evaluation. It will replace a certain percentage of bus stops deemed to be in defective condition. The total project cost is approximately $3.5 million.
The Board is requested to adopt Resolutions Nos. 23-047 and 23-048 authorizing the General Manager, or his designee, to file and execute applications and funding agreements with the ACTC for the 2024 Comprehensive Investment Plan (CIP) for the Fruitvale Corridor Transit Signal Priority (TSP) and High Priority Bus Improvements Projects.
ADVANTAGES/DISADVANTAGES:
There are no disadvantages staff can identify for this action as the resolutions are necessary to allow the District to receive the funding for which it has already applied.
