Staff designed the June Sign-up to achieve two key objectives: suspend Supplementary Service and adjust running times to support Oakland-Alameda Access Project (OAAP) detours. Staff also made minor service changes to respond to current conditions and improve service quality for both riders and operators.
BUDGETARY/FISCAL IMPACT:
Total daily weekday vehicle platform hours decreased from Spring 2026 service levels by 207 hours. Saturday and Sunday had a net difference of 9 hours each. In total, these changes result in a decrease of 8,552 platform hours in summer. The decrease in hours results in an expense decrease of $1.47 million for the signup period. This decrease is expected and already factored into the operating budget.
BACKGROUND/RATIONALE:
AC Transit typically conducts four sign-ups each year as required by the Collective Bargaining Agreement (CBA) with ATU Local 192 (ATU). These occur in April, June, August and January.
The 2026 June Sign-up suspends Supplementary Service trips on lines 57, 72M, 76, 93, 95, 97 and all 600 lines. The run assignment count decreases by one since the Line 51A short piece of work to accommodate the OAAP detour, implemented in April, is now included in a signed run. This brought the run assignment count down to 930 for June.
For the following lines identified below, Staff added 15 minutes to trips affected by the OAAP detour that use the Webster Tube at or after 9:55 p.m. and now detour via the Park Street Bridge. As part of the detour, operators will service a drop-off only stop at Park St and Buena Vista Ave for passengers traveling to East Alameda, then continue to regular routing starting at Webster and Willie Stargell on the Alameda side of the Tube:
Line 19 - Adjusted the 10:15 p.m. eastbound trips Monday - Thursday and on Sunday.
Line 30 - Shifted all weekend trips 15 minutes earlier to ensure that the final eastbound trip departing 11th & MLK Jr. Way exits the Webster Tube before 9:55 pm.
Line 51A - Updated routing and running time to reflect current detour conditions.
Line 96 - Adjusted the 9:34 p.m. and 10:04 p.m. westbound trips Monday - Thursday and the 9:17 p.m., 9:47 p.m. and 10:17 p.m. westbound trips on Sunday.
Line 851 - Adjusted the weekday running time on southbound trips only.
Line O - Adjusted the 10:00 p.m. eastbound trips Monday - Thursday and on Sunday
OTHER SERVICE ADJUSTMENTS
Line 18 - Adjusted Monday - Saturday runtimes to reduce early arrivals.
Line 31 - Adjusted weekend trip times to maintain coordination with Line 30.
Line 239 - Added northbound running time and adjusted southbound schedules.
Line 251 - Removed the Ohlone College Newark stop due to delayed construction.
Line F - Suspended select weekday eastbound short-turn trips during UC Berkeley summer session.
Lines 74, 76, 607, 667, 668 and 675 relocated to an alternate bus bay during construction at the Richmond BART terminal.
Lines 6, 88 and 800 - Adjusted trip times to improve efficiency.
ADVANTAGES/DISADVANTAGES:
The June service adjustment provides two primary benefits for the operators and passengers. First, it ensures operators receive required rest breaks, particularly in response to OAAP construction, which supports reliable service. Second, it aligns the suspension of Supplementary Service with reduced summer student ridership. Staff did not identify disadvantages associated with these changes.
