Having clear and concise policies helps District staff maximize the use of facilities, their costs, and revenues they may produce.

BUDGETARY/FISCAL IMPACT:

There is no direct fiscal impact from the recommended amendment.

BACKGROUND/RATIONALE:

Board Policy 432 governs how the District should consider price, costs, and the use of park and ride facilities that the District operates. The District currently operates two park and ride lots: Richmond Parkway Transit Center in Richmond; and Ardenwood Park & Ride in Fremont.

The policy currently states that the General Manager should provide an annual report to the Board on District Facilities that includes park and rides. The requirement for a report on the state of the District's facilities is misplaced in this policy, and staff cannot find any annual reports on facilities since this policy was adopted in 2012. Staff propose instead including operational and financial status reporting in planned annual operations (non-subsidy) revenue reporting. That reporting will be developed under an existing agenda planning request from Director McCalley. The reporting requirement is also moved into Section IV.

ADVANTAGES/DISADVANTAGES:

The advantage to the changes is that the reporting would better match the content of the policy.

ALTERNATIVES ANALYSIS:
