There are no budgetary or fiscal impacts associated with this report.
BACKGROUND/RATIONALE:
Board Policy No. 501 was last amended by the Board on June 12, 2019. On July 10, 2019, Vice President Ortiz requested reconsideration of the policy on the grounds that the it was in need of further amendments to recognize the relationship between the District which needs bus stops to provide service and the cities/local jurisdictions who retain decision-making authority over the stops. The Board voted unanimously to reconsider the policy.
The amended policy is attached for the Board's consideration. It addresses concerns about the specific purpose of the Policy, expands the Persons Affected section, seeks to clarify the roles and expectations of the District and the cities/local jurisdictions, and spells out the authority of the Board and the General Manager.
ADVANTAGES/DISADVANTAGES:
The revised policy establishes clear roles and expectations with regard to decisions concerning bus stops. It also provides guidelines and directs the development of the processes by which bus stop requests will be administered. No disadvantages have been identified.
ALTERNATIVES ANALYSIS:
There are no alternatives to the course of action recommended in this report.
