The proposed project intends to improve service reliability and reduce travel time along the Dumbarton Bridge corridor.

BUDGETARY/FISCAL IMPACT:

The Dumbarton Bridge Corridor Project is funded by various federal, state, and local funds, including the Metropolitan Transportation Commission's (MTC) Innovative Deployments to Enhance Arterials (IDEA) grant and funds from Caltrans' Low Carbon Transit Operations Program (LCTOP) and Alameda County Transportation Commission. The overall project budget is $3.6 million. Other than staff time for project management, there will be no additional District funds used to complete this project.

Staff recommends award to GHD for a total not-to-exceed price of $414,541.00 for the Dumbarton Corridor Transit Travel Time Improvement Project CM Services. Funding for the CM Services consultant contract is included in the current project budget.

BACKGROUND/RATIONALE:

On July 17, 2019, the District issued a Request for Qualifications (RFQ) #2019-1489 for the Dumbarton Corridor Project CM Services. The RFQ was advertised on the District's website and in the East Bay Times. A broadcast e-mail was sent to 578 addresses associated with Construction Management services.

The District received one responsive Statement of Qualification ("SOQs" or "offer"). The responsive offer was from GHD, Inc. This procurement followed all Brooks Act requirements as a qualifications-based procurement. The evaluation panel included two District staff members.
