BACKGROUND/RATIONALE:
Board Policy 410 was adopted by resolution in 2013 and was last amended in 2017. The policy serves as a supplementary document to the Bus Rapid Transit (BRT) Project Labor Agreement (PLA), which was designed to generate substantial employment and business opportunities. It accomplished this by implementing targeted hiring strategies focused on areas of high unemployment, and on individuals with barriers to employment.
These objectives were advanced by targeting the BRT Project's construction employment and training opportunities in ways calculated to (1) mitigate the harms caused by geographically-concentrated poverty, (2) fight unemployment and underemployment in vulnerable populations and neighborhoods, including populations with barriers to employment, (3) advance the skills of targeted workers and enable workers to earn wages that would assist them in moving out of poverty, (4) provide links to career paths for targeted workers, and (5) facilitate rapid completion of the BRT Project. As a result, the proprietary interests of AC Transit were protected through negotiation and implementation of a project labor agreement that also assured labor peace on the BRT Project.
