Title
Consider adoption of Resolution No. 26-021 authorizing the General Manager or his designee to file and execute an application and funding agreement with the Contra Costa Transportation Authority (CCTA) for the Coordinated Call for Projects (CCFP) for the Division 3 Security Enhancements Project.

This grant application, if successful, will fund safety upgrades at AC Transit's Richmond (Division 3) facility. Securing the award allows the District to modernize security infrastructure without competing for limited District funds.
BUDGETARY/FISCAL IMPACT:
Staff plans to submit an application to CCTA's CCFP for up to $715,000 for the Richmond, Division 3 (D3) Security Enhancements Project.
The program requires an 11.47% local match (approximately $93,000) on a $715,000 award. This match will be District Capital. The project was originally anticipated to be fully funded by future District funds so a grant award will reduce necessary District Capital expenditure substantially. Nonetheless, Staff will continue pursuing supplemental grant funding, where available.
BACKGROUND/RATIONALE:
On June 17, 2026, CCTA announced approximately $95 million in funding availability through its Consolidated Call for Projects (CCFP). Staff identified the D3 Security Enhancements Project as a strong candidate based on program fit, geographic location, project readiness, and lessons learned from prior application cycles.
