This resolution authorizes entering into a grant agreement with Caltrans for a study that will improve transit service and conditions for bus operators.

BUDGETARY/FISCAL IMPACT:

AC Transit will receive $247,883 of federal funds administered by Caltrans through their Sustainable Transportation Planning grant program. These funds will be dedicated to AC Transit staff time spent on completing the study and its tasks as detailed in the grant agreement. The required match of $32,116 will be fulfilled through District funded staff time.

BACKGROUND/RATIONALE:

On September 18, [EH1]2025, Caltrans released a Notice of Funding Opportunity for the FY 2026-27 cycle of the Sustainable Transportation Planning Grant program, with $4.5 million available statewide for the Strategic Partnerships project category. AC Transit submitted an application for a project in the Capital Improvement Plan (CIP), Bus Operator Restroom Access and Service Reliability Study. On May 29, 2026, Caltrans provided AC Transit with a conditional award. One condition of award is a Resolution of Local Support.
