The monthly legislative report helps the District track state, regional and federal legislation to ensure alignment with the District’s Strategic Plan and the specific goal of having strong public and policymaker support. Policy decisions at all levels of government can positively or negatively affect District operations and as such are important to track and influence as needed.

 

BUDGETARY/FISCAL IMPACT:

 

There is no budgetary of fiscal impact associated with this report

 

BACKGROUND/RATIONALE:

 

Federal Update

Next week, before the current Continuing Resolution (CR) expires on November 21, the House will vote on a second CR for FY 2020 that will fund the federal government through December 20.

 

On November 19, the Committee on Small Business will hold a hearing to examine advancements in smart construction technology and opportunities for small business in improving the nation’s infrastructure.

 

State Update

Last month CalSTA Secretary David Kim swore in the next Caltrans Director, Adetokunbo “Toks” Omishakin.  Director Omishakin brings with him a strong background in active transportation and multimodal planning to Caltrans at a time when the Department is working to implement a wider view of transportation by incorporating complete streets policies and an effort to reduce vehicle miles travelled. 

 

On October 24th the Air Resources Board adopted its expenditure plan for 2019-20 cap & trade funds.  The 2019-20 state budget provides $182 million for clean trucks, buses and off-road equipment programs.  Of this amount CARB will dedicate $142 million for the HVIP rebate program and $40 million for competitive programs.

 

ADVANTAGES/DISADVANTAGES:

 

This report is provided to inform the Board of monthly legislative activities. Ensuring favorable legislation is adopted by policymakers helps further the District’s goal of having strong public and policymaker support.

 

ALTERNATIVES ANALYSIS:

 

There were no alternatives considered as this report provides an update of monthly legislative activities.
