ACTION ITEM

RECOMMENDED ACTION(S):

Title

Consider approving the award of a firm fixed price construction contract to Ghilotti Construction Inc. of Santa Rosa, CA in the amount of $1,188,000 for the rehabilitation of the Richmond Parkway Transit Center.

Body

STRATEGIC IMPORTANCE:

Goal - Convenient and Reliable Service

Initiative - Infrastructure Modernization

This project will provide new permanent operator restrooms that comply with the Americans with Disabilities Act (ADA), electrical service panel upgrades at the existing guard shack, transit center pavement repairs, asphalt overlay, and re-striping of parking and drive lane areas.

BUDGETARY/FISCAL IMPACT:

This project is included in the FY 2019-20 capital budget and the Capital Improvement Plan. The project is fully funded with Regional Measure 2 funds.

BACKGROUND/RATIONALE:

The District received five responsive and responsible bids.  Ghilotti Construction, Inc.’s bid was determined to be the lowest responsive and responsible bid.  Ghilotti Construction, Inc.’s bid also met the District's 6% contracts compliance SBE goal.

ADVANTAGES/DISADVANTAGES:

The advantages of awarding this contract include improved convenience, comfort, and safety for AC Transit operators, improved ADA facilities at the transit center and an improvement to the concrete and asphalt surfaces.

Staff has not identified any disadvantages to awarding this contract.

ALTERNATIVES ANALYSIS:

District can continue using the existing temporary restrooms with outdated ADA installations and the transit center with deteriorated pavement. Staff doesn’t recommend this option.
