The proposed project intends to improve service reliability and reduce travel time along the Dumbarton Bridge corridor.

 

BUDGETARY/FISCAL IMPACT:

 

The Dumbarton Bridge Corridor Project is funded by various federal, state, and local funds, including the Metropolitan Transportation Commission’s (MTC) Innovative Deployments to Enhance Arterials (IDEA) grant and funds from Caltrans’ Low Carbon Transit Operations Program (LCTOP) and Alameda County Transportation Commission. The overall project budget is $3.6 million.  Other than staff time for project management, there will be no additional District funds used to complete this project. 

 

Staff recommends award to GHD for a total not-to-exceed price of $414,541.00 for the Dumbarton Corridor Transit Travel Time Improvement Project CM Services.  Funding for the CM Services consultant contract is included in the current project budget. 

 

BACKGROUND/RATIONALE:

 

On July 17, 2019, the District issued a Request for Qualifications (RFQ) #2019-1489 for the Dumbarton Corridor Project CM Services. The RFQ was advertised on the District’s website and in the East Bay Times. A broadcast e-mail was sent to 578 addresses associated with Construction Management services. 

 

The District received one responsive Statement of Qualification (“SOQs” or “offer”). The responsive offer was from GHD, Inc.  This procurement followed all Brooks Act requirements as a qualifications-based procurement.  The evaluation panel included two District staff members.

Staff successfully concluded the review of the GHD response, and engaged GHD in price negotiations, requesting a Best and Final Offer (BAFO). GHD’s revised offer of $414,541 was determined to be fair and reasonable.  Staff’s Independent Cost Estimate (ICE) was $401,212 or 2.5% below the BAFO.  The primary discrepancy between the ICE and the BAFO was that the ICE did not include profit margin, which is typically about 10%.

 

The Dumbarton Corridor is approximately 15 miles long and is the major Transbay travel corridor between the East Bay cities of Fremont and Union City and the Peninsula cities of Palo Alto and Menlo Park. The Project will extend AC Transit's Transit Signal Priority (TSP) network across the corridor, install bus queue-jump lanes and include other bus stop enhancements to decrease travel time and improve the reliability of transit service between the East Bay and the Peninsula. The Project seeks to address the rapidly increasing travel demand for high quality transit services across the Dumbarton Bridge due to significant job growth on the Peninsula and housing growth in southern Alameda County. This Project was developed in partnership with AC Transit, the Cities of Union City, Fremont, Menlo Park, and Palo Alto, the County of Alameda, California Department of Transportation (Caltrans) District 4, Stanford, Facebook, and MTC.

 

Staff will request the Board’s permission to issue an Invitation for Bid (IFB) for construction associated with the Dumbarton Corridor Project in late summer 2020.  Public outreach and notification for the project will be conducted in early summer 2020. 

 

ADVANTAGES/DISADVANTAGES:

 

A CM Services consultant is necessary to deliver this multi-jurisdictional project.  The consultants will ensure constructability and manage the construction to adhere to the project’s scope, schedule and budget. In addition to their technical expertise, the consultant will provide jurisdictional liaison support as the project crosses four cities and Caltrans’ right-of-way. 

 

There are no disadvantages to awarding this contract.  The risk to proceed is minimal since the project is within budget using grants funds that were provided by MTC and other funding agencies.

 

ALTERNATIVES ANALYSIS:

 

A possible alternative is tasking the CM Services to one of our existing on-call PM/CM consultants.  However, due to the size of the contract and required specialization, opening this procurement up to a broader competition resulted in a better service contract for the project and District.
