ACTION ITEM

RECOMMENDED ACTION(S):

Title

Consider adoption of Resolution No. 20-025 authorizing the General Manager, or his designee, to file and execute applications and funding agreements, and certifications and assurances with the Metropolitan Transportation Commission for the State of Good Repair (SGR) Program to fund replacement of underground storage tanks at Division 2 and Central Maintenance Facility and roof repair and replacement at Division 2.

Body

STRATEGIC IMPORTANCE:

Goal - Safe and Secure Operations

Initiative - Infrastructure Modernization

The funds will be used to replace equipment and facilities that are in critical need of repair in order to remain within environmental regulation compliance and maintain assets.

BUDGETARY/FISCAL IMPACT:

The Fiscal Year (FY) 2020-21 SGR program will provide approximately $3,858,111 in capital funds for AC Transit. Matching funds are not required.

BACKGROUND/RATIONALE:

Senate Bill (SB) 1 (The Road Repair and Accountability Act of 2017) provides funds for the State of SGR Program to provide approximately $105 million annually to transit operators in California for eligible transit maintenance, rehabilitation and capital projects.

The District has been allocated $3,858,111 in SB1 SGR funds this year and proposes to use them on the following projects:

1.                     Replace Underground Storage Tanks at Division 2 - $950,000

2.                     Replace Underground Storage Tanks at Central Maintenance Facility - $2,000,000

3.                     Repair and replace maintenance building roof at Division 2 - $908,111

Staff evaluated various projects and determined that these were the most critical and ‘shovel ready’ projects that are eligible for State of Good Repair funds. These projects are included in the District’s FY 2020-FY 2024 Capital Improvement Plan.

The replacement of the Underground Storage Tanks is in response to a mandate from the State of California requiring removal of all singled-walled tanks by December 31, 2025.

ADVANTAGES/DISADVANTAGES:

Applying for these funds would allow the District to receive additional funds that can be used to maintain and improve its capital assets. There are no disadvantages to applying for these funds.

ALTERNATIVES ANALYSIS:

The eligibility criteria for the program are very broad for capital projects and assets. Staff identified the abovementioned projects and assets as the most critical for this funding.
