RECOMMENDED ACTION(S):

 

Title

Consider authorizing the issuance of a solicitation to replace the main entrance gates and install new Guard Booths at Division 4 in Oakland.

This project will serve to harden the facility perimeter by controlling access to both the entrance and exit gates.

 

BUDGETARY/FISCAL IMPACT:

 

This project was approved as part of the District’s Capital Improvement Plan for Fiscal Year 2021-22.  Additionally, staff have applied for a grant for this project.  Pending the outcome of the grant application, this project will be funded by a combination of District and/or grant funds.

 

BACKGROUND/RATIONALE:

 

In March of 2018, a Transportation Security Administration (TSA) Baseline Assessment for Security Enhancement (B.A.S.E.) was conducted.  Results of the assessment identified the entrance and exit gates at D4 in Oakland as concerns.  Specifically, access control improvements were recommended that harden the perimeter with attention given to the entrance and exit gates to the property. 

 

D4 is the only AC Transit operating division with separate entrance and exit gates.  The existing gates have a slow operating cycle and are not in view of the security guards making it easy for unauthorized vehicles or visitors to enter the yard. The addition of guard booths within view of the new active gates will allow security guards to control access, make observations, and monitor traffic entering and leaving the bus yard.  

 

The safety and security of District employees and assets is a top priority; this project delivers on that promise. Further, the scope of this project is in alignment with the Facility Utilization Plan and implements the Transportation Security Administration recommendations.

 

ADVANTAGES/DISADVANTAGES:

 

Installing new guard booths and controlled access gates at the D4 facility will help restrict unauthorized visitors and vehicles, resulting in enhanced security and safety for personnel at the facility. 

 

Staff did not identify any disadvantages to implementing the safety and security hardening measures recommended by the Transportation Security Administration.

 

ALTERNATIVES ANALYSIS:

 

This project could be deferred into a future fiscal year, but that is not recommended as that would result in no improvement to the perimeter security.  Additionally, deferring the project will escalate the costs over time.
