This project will provide construction services to transition the security system to a new open-architecture platform and install infrastructure in support of card reader access, door hardware, and high-definition cameras at the Hayward facility (D6).
BUDGETARY/FISCAL IMPACT:
The project will be funded by a combination of Senate Bill 1 (SB1) grant funds and District Capital. The award amount of $1,102,147.29 was determined to be fair and reasonable.
BACKGROUND/RATIONALE:
On April 22, 2014, the Transportation Security Administration (TSA) Office of Security Operations, Surface Transportation Security Inspection Program conducted a Baseline Assessment for Security Enhancement (BASE) review of the Alameda-Contra Costa Transit District. This assessment was voluntary and only intended to provide the District with a baseline readiness assessment to guide future security program decisions and requirements. This comprehensive security assessment identified several strengths, a few weaknesses as well as potential vulnerabilities that fell somewhere in the middle. These upgrades were not necessarily identified as weaknesses, but they are certainly responsible mitigations against potential vulnerabilities. Given AC Transit’s strategic commitment to safe and secure operations, the Capital Programming Committee assigned this work with the highest of priorities in the Capital Improvement Plan.
In 2020-21, the initial phase of the security upgrades was installed at the Hayward Division. This contract award will complete the D6 security upgrade package with respect to card reader access, door hardware, and high-definition surveillance cameras providing an enhanced safety profile for District staff and assets.

Vendor Outreach
The Procurement Department sent direct notification to 130 potential Contractors/Vendors from the AC Transit vendor registration system. AC Transit’s Civil Rights and Compliance Department notified 237 entities of the pending bid. The solicitation was also posted on the Bay Area Builders Exchange, the Dodge Report, and advertised in the Oakland Tribune/East Bay Times.
Currently, the Department of Innovation and Technology is developing a plan and seeking funds for additional projects to update security at the remaining District sites.
ADVANTAGES/DISADVANTAGES:
The primary advantage of approving this project is that it will provide the necessary construction services to transition the D6-Hayward security system to a new open-architecture platform. Further, it will provide infrastructure installation to support card reader access, door hardware, and high-definition cameras at the Hayward Facility (D6).
Staff has not identified any disadvantages.
ALTERNATIVES ANALYSIS:
Staff considered deferring this project however, this approach is not recommended. Safety and security are top District priorities, and these enhancements are necessary to support the safety and security of AC Transit staff and assets at the Hayward (D6) Division.
