Classification specifications are important tools providing the basis for a variety of administrative and personnel decisions, which contribute to the goal of a High Performing Workforce and the strategic initiative of Recruitment, Training, and Retention. These documents clearly delineate job functions, competencies, and other elements such as physical requirements and special environmental conditions. Current and accurate classification specifications provide essential administrative tools supporting organizational workforce planning, recruiting efforts, compensation determination, and employee development.

BUDGETARY/FISCAL IMPACT:

There is no budgetary or fiscal impact associated with staff's recommendation.

BACKGROUND/RATIONALE:

The last significant revision to the General Counsel/Chief Legal Officer classification specification occurred in August 2022. More recently, input on proposed revisions was sought from the District's General Manager, District Secretary, Interim General Counsel and Bob Murray & Associates (the Board's executive search firm). Based on that review, only minor revisions to the classification are proposed to include language regarding the need to 1) provide legal advice on locally- and federally-funded procurement activities; and 2) provide legal advice and interpretation of Federal, State, and local statutory requirements and associated regulations is...
