This project will provide construction services to transition the security system to a new open-architecture platform and install infrastructure in support of card reader access, door hardware, and high-definition cameras at the Hayward facility (D6).

BUDGETARY/FISCAL IMPACT:

The project will be funded by a combination of Senate Bill 1 (SB1) grant funds and District Capital. The award amount of $1,102,147.29 was determined to be fair and reasonable.

BACKGROUND/RATIONALE:

On April 22, 2014, the Transportation Security Administration (TSA) Office of Security Operations, Surface Transportation Security Inspection Program conducted a Baseline Assessment for Security Enhancement (BASE) review of the Alameda-Contra Costa Transit District. This assessment was voluntary and only intended to provide the District with a baseline readiness assessment to guide future security program decisions and requirements. This comprehensive security assessment identified several strengths, a few weaknesses as well as potential vulnerabilities that fell somewhere in the middle. These upgrades were not necessarily identified as weaknesses, but they are certainly responsible mitigations against potential vulnerabilities.
